To what extent the extradition of oppositional politician, banker Mukhtar Ablyazov, is necessary for Kazakhstan, what state interests of Kazakhstan may be guaranteed by Ablyazov\u2019s coming to prison? Why does Nursultan Nazarbayev spend a lot of money from the state budget to achieve Mukhtar Ablyazov\u2019s extradition, at least, to any of the CIS countries being members of the Collective Security Treaty Organization?<\/p>\n
On the eve of Nursultan Nazarbayev\u2019s visit to France, democratic forces of Kazakhstan have their reliance in the stance of French President F. Hollande. Independent community of the CIS countries analyzes the issue if he is going to follow the example of his colleagues, heads of states of Russia, Ukraine, Great Britain and use Nazarbayev as an easy opportunity to conclude profitable contracts or he will enter into modern history as a politician devoted to traditions of Great French Conquest, democratic principles, and social justice.<\/p>\n
Political opposition of Nursultan Nazarbayev lives in expectations of really important, even for European community, choice of decision \u2013 whether the French leadership will choose democratic principles, justice, morality or mere pursuit of commercial benefits.<\/p>\n
Many people remember how in February 2009 BTA Bank was captured first in Kazakhstan and then in Moscow at the initiative and by personal order of Nursultan Nazarbayev, while the bank had high rating among the CIS banks and there were no signs of any crisis in the system of BTA Bank.<\/p>\n
National Welfare Fund \u201cSamruk-Kazyna\u201d, JSC becoming a new shareholder of BTA Bank as a result of raid on M. Ablyazov\u2019s private bank, at that time was the affiliated structure of Nazarbayev\u2019s clan and was managed by Timur Kulibayev (in 2010, USD600 mln was blocked on his accounts with Swiss banks; this amount was laundered from oil transactions with Chinese oil company) being husband of N. Nazarbayev\u2019s middle daughter Dinara Kulibayeva (in 2009 D. Kulibayeva acquired a villa in suburbs of Geneva at the cost of 74.7 mln \u0421HF, and in 1999 she was a subject of accusation in money laundering and investigation concerning legality of her actions to obtain documents of residence in the Swiss Confederation. D. Kulibayeva was in 1999-2005 targeted in the investigation of Kazakhgate case and was put by the Swiss officials in the Interpol international wanted list).<\/p>\n
Having created new team of BTA Bank management from the best financiers of Kazakhstan, which were assigned by Nazarbayev family and having sent to prison M. Ablyazov\u2019s colleagues, they wanted to retain BTA, the biggest private bank of Kazakhstan, to be the same as it was created and developed by M. Ablyazov, but this time for private interests of Nazarbayev\u2019s clan. This capture by N. Nazarbayev of M. Ablyazov\u2019s private bank was final action in logistic chain of captures and redistributions of private banking sector of Kazakhstan by Nazarbayev\u2019s family.<\/p>\n
Various mass media repeatedly demonstrated events of 2009 connected with the capture of Mukhtar Ablyazov\u2019s bank first of all into the ownership of Nazarbayev\u2019s family, then, when new managers failed to manage it and time came to redeem foreign loans of the bank to western creditors, an idiotic nature of ideas and style to capture so to say effective largest private financial structure in the midst of the global world crisis became clear to everyone, Nursultan Nazarbayev decided to get rid of the bank with huge foreign loans and liabilities. This explains urgent restructuring of NWF (National Welfare Fund) \u201cSamruk-Kazyna\u201d, JSC, the Fund\u2019s shares transfer to state, then relieving dear son-in-law Timur Kulibayev of his state service, i.e. his keeping away from state responsibility.<\/p>\n
Thus, Nursultan Nazarbayev felt free, as a matter of fact after Nazarbayev\u2019s clan captured M. Ablyazov\u2019s private bank, the shares of which as an affiliate were owned at that moment by Nazarbayev\u2019s family, NWF \u201cSamruk-Kazyna\u201d, JSC became legal successor with regard to loan obligations before western creditors, thus, Nazarbayev\u2019s family passed on debts of M. Ablyazov\u2019s bank captured by it to the state budget of Kazakhstan after Timur Kulibayev and his team turned out to be mediocre managers able to manage only skim money and not to earn, create and develop business.<\/p>\n
Thus, BTA Bank was robbed by Timur and his team, and then debts of the robbed bank were transferred by Nursultan Nazarbayev to the state budget.<\/p>\n
After that, N. Nazarbayev had his hour of triumph when he soon forgot the prehistory of BTA Bank capture, as he had demanded from M. Ablyazov voluntary making of BTA Bank shares over to N. Nazarbayev personally and the time after his refusal grounded by the fact that the bank had big foreign loans, which Ablyazov had to, first of all, pay back and fulfill his obligations, also his experience of bank management was important. After that he was ready to discuss the matter of Nazarbayev\u2019s participation in Ablyazov\u2019s bank, he just needed one year, maximum two years in order to repay obligations of the bank.<\/p>\n
We all witnessed the fact that after this conversation during the meeting of M. Ablyazov with N. Nazarbayev in Astana on January 20, 2009, in February 2009 people wearing masks broke in BTA Bank, and from that moment the whole process was governed by NWF \u201cSamruk-Kazyna\u201d, JSC managed by T. Kulibayev.<\/p>\n
This was Nazarbayev\u2019s hour of triumph in this shameful show, the second one for Nazarbayev\u2019s clan after the comedy taking place in 2006 with N. Nazarbayev\u2019s senior son-in-law, ex-husband of his senior daughter Dariga Nazarbayeva, Rakhat Aliyev, which commenced as soon as Nazarbayev got the opportunity to accuse M. Ablyazov on behalf of state, and this was after all operations of Nazarbayev\u2019s family to rob the private bank and transfer its debts to the state.<\/p>\n
On a regular basis M. Ablyazov states in his interviews that he could not steal money from himself in his own bank. By the bank he had to pay back the obtained money borrowed from western creditors at the expense of the Bank principal activities. But after the bank\u2019s capture by Nazarbayev\u2019s family he could not fulfill the obligations assumed by the bank before the creditors, as all responsibility was transferred to the party having captured the bank, i.e. to Nazarbayev\u2019s clan. When N. Nazarbayev understood what amounts he had to pay back with regard to the obtained credits of BTA Bank captured by him, he immediately passed on this responsibility to the state budget, the Government, and accused M. Ablyazov of money theft and laundering.<\/p>\n
But another scenario could be possible, if N. Nazarbayev\u2019s people wearing masks and holding weapons had not broken in BTA Bank in 2009 and had not imprisoned its board, management, and if the bank\u2019s employees had not escaped from the country. At the market of banking services the largest bank in Kazakhstan with its investment rating could have operated successfully. The bank\u2019s head, successful businessman M. Ablyazov, could have stood for presidential election in Kazakhstan, which taken place on April 3, 2011.<\/p>\n
This scenario frightened dictator Nursultan Nazarbayev and he worked out the scenario of eliminating his political competitor. Implementation of Nazarbayev\u2019s scenario, fees of high-ranking participants attracted by him cost to people of Kazakhstan and the state budget, as N. Nazarbayev himself stated, USD10 bln.<\/p>\n
Being a distinguished political performer with a big term of political powers, Nursultan Nazarbayev with his pathos, affected sincerity started to call M. Ablyazov a state enemy. As a matter of fact, there is hardly a person whom Nazarbayev could cheat on, whom he could misinform. He should not be misinformed himself, as all his imaginary success in seizing hostages in the person of M. Ablyazov\u2019s wife and daughter, as well as arrest of Mukhtar in France are elements of international corruption of Nazabayev\u2019s clan. And it testifies only the fact that Nazarbayev\u2019s clan has a lot of money and it has access to state power and financial resources.<\/p>\n
In the course of time there appear more facts and everything becomes clear, and crimes committed by state officials of such rank as Nursultan Nazarbayev, ex-chairman of the board of NWF \u201cSamruk-Kazyna\u201d, JSC Timur Kulibayev, deputy Dariga Nazarbayeva cannot have limitation period and shall be considered by international courts. Mukhtar Ablyazov is an important witness of crimes of Nazarbayev, Many witnesses of crimes of Nazarbayev\u2019s clan are in Kazakh prisons, other people are under risk of extradition from western countries, the others untimely die which is a strange factor, for example, not long ago Bagdat Shayakhmetov, president of Ust-Kamenogorsky Titanomagnievy Kombinat, JSC, died in August 2013, other people were just shot down (ex-mayor of Almaty, ex-emergencies minister Zamanbek Nurkadilov, ex-minister of press Altynbek Sarsenbayev).<\/p>\n
In fact, everyone in the world understands the criminal nature of actions of N. Nazarbayev during his 20-year term, but those people who determine the solution, the destiny so to say, the development of history of Kazakhstan and people living in this wealthy land prefer to talk about lack of intent to upset relations with Kazakhstan. And they also do not want to upset relations with Russia and Ukraine, political leaders of which have personal relations with Nursultan Nazarbayev. This explains passive stand of the Russian mass media, political analysts who after a sequence of events in Russia, as connected with limitation of freedom of speech and activities of public organizations do not show active stance concerning protection of human rights throughout the whole CIS territory.<\/p>\n
In this connection Russian analysts prefer to talk of financial interests of Russia, resources rather than of inner interests, risks, and interests of people. The essence is that population of Kazakhstan understands that resources, mineral resources, land cannot be taken by Nazarbayev when his time to die comes even if he wants it this way, and in fact all the mentioned resources are owned by the state. Why then do the worries of self-sufficient states to upset the relations with the leader of Kazakhstan take place?<\/p>\n
What is the truth, what risks do foreign ministries of leading world countries try to avoid in solving the matter connected with extradition of M. Ablyazov? Kazakhstan with the population of 15 million people having refused from nuclear weapons cannot represent a serious political concern. And other matters shall be governed in accordance with common laws, rights, norms without political pressure over courts. The reference to commercial interests of states proves that now the oligarchies rule the world over public conscience, form ideology connected with unlawful acts and immorality. Today, those who have power and money do not have ideals, unfortunately, but mere interests.<\/p>\n
In Kazakhstan ignorant people who cannot keep away from their desires came to power, which lead to spread of greed, adulation, lies, false evidence, fall of morality, and worship of wealth and power. For example, new century in Kazakhstan brought defeat of democratic powers in 2002 (routing by Nazarbayev of political party Democratic Path of Kazakhstan) when M. Ablyazov was illegally put to prison and tortured.<\/p>\n
For me personally, possible victory of Nazarbayev\u2019s clan in longstanding opposition to the best representatives of progressive educated patriotically brought-up people of Kazakhstan means apocalypse of Kazakhstan.<\/p>\n
All religions admit that a sign of coming doomsday is lack of morality in people. \u201cPeople did not think. And they had a possibility to think\u201d as the Bible says in Noah\u2019s sermons on coming flood. I consider possible success of Nazarbayev to be threat of human morality loss and ask myself a question if certain people could stop Nazarbayev and those people who help him. The truth is that the main state criminal of Kazakhstan is the President of Kazakhstan Nursultan Nazarbayev, one of the richest people of the planet, practically all members of his family are represented in international FORBES ratings as the richest people of the world.<\/p>\n
Is there a politician today who can neglect rich gifts, offerings, profitable contracts in the name of triumph of justice? It is probably the most burning issue for modern civil society of not only the CIS countries.<\/p>\n
The higher-order justice is declaration of N. Nazarbayev by civil society of Kazakhstan as a criminal acting against his own people. Let Nursultan Nazarbayev establish to satisfaction of court \u201cwho he is\u201d together with the politicians prosecuted by him illegally. This is what frightens the reactionary President Nursultan Nazarbayev prone to mania of persecution and who does not believe neither in God nor in devil and worships the cult of money.<\/p>\n","protected":false},"excerpt":{"rendered":"
